Track Record

After an international career (France, United Kingdom, United States, Maghreb) of more than 15 years in investment and commercial banking, Franz Le Leslé has been consulting since 2013 on SME financing, financial inclusion, information systems credit, strategy and banking management in Africa. An independent consultant and partner of Alia Développement, he advises governments, central banks and financial institutions, public or private.

During his previous career, he acquired an intimate knowledge of financial institutions whose leaders he advised on mergers and acquisitions, strategic development and performance improvement, specifically in the area of SME financing. In recent years, he has carried out strategic and organizational missions to financial institutions in Africa with a view to strengthening their SME finance activities.

Within the framework of national financial inclusion strategies, he prepared the SME access to finance modules in Senegal and in the Republic of Congo, as well as the diagnostic on SME finance in Haiti, Côte d’Ivoire and Benin.

In charge of assessing the performance of banking systems and SME finance, he contributed to the Financial Sector Development Programs “FSAP” for the World Bank in Algeria, Mauritania and the Democratic Republic of Congo.

Also in support of the World Bank, he contributed to the strategic and operational diagnostic of several public national and regional development banks in sub-Saharan Africa.

In support to governments and regulators, he contributed to the establishment of private credit bureaus and to the strengthening of public credit registrars. He conducted feasibility studies for the BCEAO and BEAC and assisted the Central Banks of Djibouti and Tunisia.
